To be the driving force and catalyst at the forefront of pan-African initiatives which:
- Raise awareness and build alliances among all critically affected stakeholders of the causes, challenges and consequences of the proliferation in the reconstituting, trade (importation and export), sale, fitment, use and disposal of unregulated, unsafe, ill-suited and illicit part-worn and second-hand passenger tyres on the African continent.
- Contribute to Improving, strengthening and maintaining robust, high and effective regulated and compulsory safety and technical standards for the legitimate and legal reconstitution, trade, sale and use of second-hand and part-worn pneumatic passenger tyres on the African continent.
- Encourage, promote, develop, implement and sustain localised national agendas, action plans and priorities.
- Foster inter and intra regional cooperation and integration, including between national champions and regional actors.

An Africa wherein consumers, passengers and other road are free from the safety, quality and technical risks from exposure to part-worn and second-hand passenger tyres, which do not meet any regulated and compulsory standards and specifications.
